Tribunal Gardens was built on land originally owned by Transnet and was JHC's third townhouse complex.

The design is notable for two major innovations. Loft apartments were introduced for the first time, and washing lines, long a problem for low income developments, were provided on back balconies for each individual unit. Tribunal Gardens was a presidential job summit programme and opened by President Thabo Mbeki.
